Not more than 50% of the teaching staff shall be European. For classes in the Secondary Department (1 4 inclu- sive) of an English school not more than 6 Expatriate Burnham Scale teachers shall be allowed for Grant purpose for every 10 classes! For classes in the Junior Department (5-8 inclusive) of an English School and for Vernacular Middle and Upper Primary classes not more than 3 such teachers shall be allowed for every 10 classes. These numbers include provision for staff on leave, but Principals shall be considered additional.

Clerks and Secretaries.
The authorised number of clerks and secretaries
shall be as follows :
Schools of under 300 pupils Schools of over 300 but under 500

one clerk in addition. For the purpose of assessing Grant the salaries allowed for school clerks shall commence at the minimum salary of the scale for Grade III in the Government General Cle rical Service
Such clerks shall be
required to reach a satisfactory standard in an examination equivalent to the Government General Clerical Service Examination before proceeding over the probation bar at the end of 2 years' service. After having served 5 years on the maximum of Grade III, if recommended by the School Managers and approved by the Director of Education, salaries may be allowed on Grade II, and similarly after 5 years on the maximum of Grade II salaries may be allowed on Grade I (See appendix VII)
For the purpose of assessing Grant the salaries allowed for school secretaries shall be as for Grade II in the General Clerical Service, and on the recommendation of the School Manager and with the approval of the Director of Education, after having served for 5 years on the Maximum of Grade II
salaries shall be allowed on Grade I. Secretaries may also in special circumstances and with the approval of the Director of Education be allowed on
